摘要
本文运用SBM方向性距离函数和Global Malmquist-Luenberger(GML)指数将能源与二氧化碳纳入全要素生产率测度与分解框架中,测算了2001~2009年我国各省市的环境效率及环境全要素生产率变动状况,将环境全要素生产率变动分解为纯技术进步、纯技术效率变动、规模效率变动和技术规模变动等4个因素。研究结果表明:环境无效率普遍存在,且在省际间的分布差异较大;环境全要素生产率的增长和省际差异分别源于技术进步和规模效率,纯技术效率则出现不同程度地恶化。
This paper bringing energy and carbon emissions into the measure and decompose framework of total factor productivity,evaluates environmental efficiency and environmental total factor productivity change of China's provinces over the period from 2001 to 2009 applying SBM directional distance function and global MalmquistLuenberger index method.This paper decomposes environmental total factor productivity change into 4 factors,i.e.pure technical progress,pure technical efficiency change,scale efficiency change and scale change by technology.Calculation results show that there is environmental inefficiency widely under resource and environmental constraints and has the large provincial distribution differences;The growth and provincial differences of environmental total factor productivity change mainly due to technical progress and scale efficiency,while the findings show deterioration of pure technical efficiency with varying degrees.
