摘要
随着新型农村合作医疗的快速推进,重复参保问题日益显现。为此引发一系列问题,并最终影响新农合的长期稳定发展。现有政策框架中缺乏有效制约、基本医保制度间衔接不明确等是重复参保的重要原因。基于此,应从调整新农合相关政策内容、改革运行机制、建立新农合与其它基本医疗保险制度间的转移接续、实现信息共享等几个方面采取有效措施,以积极解决重复参保问题,确保维护新农合的持续健康发展。
Problems of insurance reparticipation have sharply emerged in the process of rapid implementation of the New Rural Cooperative Medical Scheme （NRCMC）. All of these can trigger a series of problems ,ultimately affecting the long-term stability of NRCMC. In view of the above, several measures should be taken to actively solve the prob- lem of people＇s reparticipation and ensure the sustainable and sound development of NRCMC, including adjusting relevant polices and contents, reforming operational mechanisms, creating transfer system between NRCMC and other basic medical insurance systems, and sharing insurance information etc.
