城市蓝线规划与城市集中式饮用水水源地规划的协调性分析 被引量:3

摘要 从保障城市蓝线功能中最重要的供水功能出发,统筹环境保护和城乡建设两大领域中共同关注的城市水体保护内容,以河北省为例,论述城市蓝线规划中蓝线对象选定、宽度划定、控制内容等方面与《河北省城市集中式饮用水水源地规划(2008-2020年)》的协调性。蓝线对象选定时充分考虑城市水源安全,对象扩展包括饮用水水源地全系统,空间上包括地下水饮用水水源地,时间上包括城市应急和备用水源地;蓝线宽度应呈菜单形式,其中水库型及地下水型蓝线宽度应包括饮用水水源保护区范围;控制内容结合饮用水水源保护区级别将蓝线控制范围划分为两级,并逐级提出了具体的禁止、支持内容。 In order to achieve objective of water provision in city "blueline plan", it becomes essential to coordinate water conservation and city development. Take Hebei Province for example, the authors examines the conflictions existing in Blueline planning and Drinking water conservation planning, in terms of object selection, zoning, control subjects in Blueline planning. Further more, the paper suggests drinking water sources are needed to be considered while making Blueline urban planning. Specifically, issues like groundwater, emergency water sources should be included in control contents . As for implementation, it is suggested that Blue planning adapts 2 stages of control measures and detailed backing and banning.
