摘要
精明增长的理念已经成为城市和社区发展的重要思想,而其对保障性住房需求的影响虽然在国外有较多研究,但在国内却鲜有涉及。通过多元线性回归分析证明,精明增长理念的3个原则,即紧凑的建筑设计、土地混合利用和强化现有社区发展能够缩小居民支付水平和住宅市场价格之间的差距,使更多的人有能力在市场上满足住房需求,进而降低他们对政府提供的保障性住房的需求。据此,提出在保障房供给不足的情况下,政府应当重视精明增长理论的作用,充分挖掘城镇已开发土地,坚持高密度、集约化、混合利用的城市发展模式;并应当尽快建立和完善保障性住房的建筑标准,完善进入和退出机制等建议。
Smart growth is a very important thinking of the development of cities and neighborhoods. Its influence on the demand for public housing was studied in many researches in foreign countries, but seldom studied in China. Authors of this article tries to use a multiple regression model to testify that three principles of smart growth--compact building design, mixed land uses and strengthen and direct development towards existing communities - will narrow the gap between residents' average affordability and houses' market price level, which enables more people afford houses in the market and [hus reducing the number of people who need public housing. Therefore, the author suggests that the government should pay more attention to the influence of smart growth and assist the high density, intensive, mixed-use urban development mode. Besides, the government should perfect the standard of public housing construction and the mechanism of entry and exit.
