摘要
运用灰色关联分析法研究旅游集聚对居民整体经济福利的影响,涉及全省和各市县两个空间尺度,同时比较旅游业总体及入境旅游业集聚带来的经济福利影响差异;利用问卷调查法获得居民个体福利影响,主客观方法相结合使研究更具说服力。研究结果表明:海南省全省旅游业集聚对于经济福利各指标的影响存在差异;各市县居民因旅游业集聚获得的整体经济福利存在地区不均衡性。主要原因包括旅游资源禀赋、区位条件、政策倾斜程度、各市县旅游发展历史及知名度、对旅游业的重视程度、游客停留时间长短及人均旅游消费水平差异等;居民个体福利所受到的影响也不一致,仅有50%的居民享受到旅游集聚带来的经济福利,尚有部分居民因为旅游业发展降低了经济福利水平。政策制定及旅游规划过程中需注意区域及市县旅游发展平衡问题,同时需考虑旅游收益转移及再分配问题。
A Grey Correlation Analysis method is applied to study the impact of tourism agglomeration on resi- dent＇ s total economic welfare in Hainan Province, involving two spatial scales of the entire province and the dis- tricts while contrasting the difference in the impact that the tourism in totality and inbound tourism agglomeration bring about to the total economic welfare of residents. Meanwhile, the questionnaire is employed to obtain the impact of residents＇ individual welfare. Thus the objective and subjective methods are integrated to make the study more persuasive. The study shows that the difference exists among the impact of the entire tourism agglom- eration in Hainan Province on all the indexes of economic welfare, and the regional imbalance has also been found among the total economic welfare that the residents in the different districts obtain from the tourism agglom- eration. Reasons for regional imbalance mainly include the endowments of tourism resource, location, policy ori- entation, history and popularity of tourism development, degree of attention on tourism, length of the tourists＇ stay and difference in average consumption standard of tourism and so on. In addition the impact on the individu- al welfare of residents also varies, and only 50 percent of the residents can share the economic welfare gained from tourism agglomeration while some residents even suffer the loss of economic welfare due to the tourism de- velopment. Therefore such issues as the balanced development of regional and district tourism as well as the transfer and re-distribution of tourism profits must be taken into consideration in the course of policy-making and tourism-planning.
