摘要
构建一个动态的、可量化的企业劳动关系风险预警系统,对于准确判断和评价企业劳动关系的现状以及发展趋势,对企业劳动关系出现的异常情况、风险或冲突予以预防和干预,对于构建和谐劳动关系具有重要的理论价值和实践意义。构建企业劳动关系量化动态风险预警系统,设计企业劳动关系预警组织架构、运作流程及信息传导流程,主要思路是将劳动关系预警职能分为管理主体和相关主体,并在不同层级进行设置,这些层级对劳动关系预警负有不同程度的责任。首次将群体性事件和突发事件等敏感性指标纳入预警指标体系,并实行"一票否决制",提出企业劳动关系预警应是动态的,不仅反映企业劳动关系现状,还要对企业劳动关系发展变化趋势发出预警。
To establish a dynamic and quantifiable labor relations risk warning system in enterprise, it was of theoretical and prac- tical importance to .9 accurately determine the situation and developing trend of labor relations, prevent and intervene the risks and conflicts, build up harmonious labor relations. The major guideline of establishing a dynamic risk warning system is to set up the management actors and related actors at different levels. They take different responsibilities of risk warning. At the same time, some sensitive indicators such as collective actions and sudden actions should be put into the risk warning system, and one - vote - down system should be executed. The dynamic labor relations risk warning system should not only reflect current situation of labor rela- tions, but also reflect the developing trend.
