The paper analyzes the importance of cost control of project development at construction stage by using value engineering, discusses the influence of construction program in cost control of project, and analyzes the content and principle of construction program in project. Through optimizing construction technology, it speeds up the construction schedule, ensures the quality of the project, and reduces development costs, and achieves good social and economic benefits.
