摘要
居家养老服务民营化是我国养老模式发展的必然。政府在其中承担着规划者、监督者和培育者的责任。目前由于制度缺陷而导致的政府责任缺失,阻碍了居家养老服务民营化改革的进程。因此,政府应彻底转变职能,明确角色定位,切实履行职责,建立多中心的治理体制,为推动居家养老服务民营化进程创造良好的制度环境。
Home endowment service privatization is the inevitable development of total pension mode in China, in which the govern- ment beam the responsibility of planners, supervisors and trainers. Currently, the lack of government responsibility due to institutional defects has hindered the process of reform on home endowment service privatization . Therefore, the government should thoreughly transform its function, clear its role, conscientiously perform its duties and establish a polycentric governance system to create a good institutional environment for promoting the process of family endowment service prlvatization.
