摘要
通过梳理北京市养老服务的相关政策,基于中心城区基层老龄部门的调查,文章从公共政策视角分析了北京市养老服务政策基层实践的困境,主要包括养老服务政策供给与实践需求存在对接偏差、政策执行主体存在应然与实然的多维困境、政府与市场在养老服务供给的职责边界待厘清等三类问题。由此,本文建议:政府应理顺政策框架,增强自上而下与自下而上的政策信息沟通机制;政策制定要兼顾规范性、差异性与连续性;应强化领导,高位推动,促进养老服务政策的综合协调与组织;应进一步协调基层老龄办工作人员的数量,并提升其服务水平,促进养老服务人员发展;应明晰政府与市场在养老服务供给中的边界。
By combing and analyzing the relevant pension services policy of Beijing,based on the investigation of the aged department in the central district,this paper analyzed the grassroots practice plight of Beijing elderly care service policy from the perspective of public policy,which mainly including three types of problems： there is a deviation between the supply of pension services policy and the demand for practicing,the executive agents have the multidimensional dilemma of ＂ what ought to be＂ and ＂ what is＂,the responsibility boundary of the government and the market in the provision of pension services has not yet been fully clarified. Therefore,the following suggestions are proposed： The government should straighten out the policy framework,enhance the policy information communication mechanism between top-down and bottom-up. Policy formulating should give consideration to standardization,difference and continuity. Strengthen the leadership and promote the comprehensive coordination and organization of the elderly care service policy. To further coordinate the number of staff at the grass-roots level,improve their service level,and promote the development of the elderly service providers. Clarify the boundary between government and market in providing services for the aged.
