摘要
西方发达国家的经济经过大工业发展之后,人口、资源和环境产生了巨大的矛盾,资源短缺和生态环境问题成为制约经济发展的瓶颈。如今,这些问题已经成为全人类面临的共同问题,节能减排随之成为人们生活、工作的主题。以DEA超效率模型为理论基础,对辽宁省近几年的节能减排效率进行评估,结果表明只有大连和葫芦岛的节能减排效率不错,其余地区都较差。建议相关部门积极运用先进地区的经验,找准方向,抓住重点,完成行业结构和技术的优化。
After a major industrial development of economy in western developed countries,great contradiction between population,resource and environment appears,and resource shortage and environmental problem have become the bottleneck restricting economic development.These problems have now become the common problems facing mankind,and energy conservation and emission reduction have become the topic of life and work of people whereafter.Taking DEA super-efficiency model as theoretical basis,the efficiency of energy conservation and emission reduction in Liaoning Province in recent years is evaluated.The result shows that only in Dalian and Huludao the efficiency of energy conservation and emission reduction are better,while in rest regions it is poorer.Suggestions are brought forward that related departments should apply the experiences of advanced regions actively,identify the direction accurately,and seize the keystone firmly,in order to complete the optimization of industrial structure and technology.
