摘要
林业是生态文明建设的主体,也是当前发展绿色经济、建设生态文明、促进绿色增长,实现资源节约和环境保护的主力军。在当前发展生态林业和民生林业的旗帜下,林下经济实现了两者有机结合和重要突破。文章深刻阐述了发展林下经济对于建设生态文明、促进绿色增长,发展以生态和民生为主题的现代林业的深刻意义。结合安徽发展林下经济的实证研究和分析,深刻阐述了发展林下经济就是实现生态林业和民生林业路径、经验和趋势的统一。在此基础上提出了促进林下经济发展需要把握的几组重要关系,就推动生态林业和民生林业的建设,做大做强林下经济提出了战略性的思考和建议。
Forestry plays a principal role in ecological civilization construction, which is the main strength of devel- oping green economy, promoting green growth and realizing low-carbon, green, resource conservation and envi- ronmental protection. Under-forest economy is the organic combination and important breakthrough of ecological forestry and livelihood forestry. This paper expounds the profound significance of developing econonaic forest for the ecological civilization, promoting green growth, development of the modem forestry with the theme of ecology and livelihood. Combined with the empirical study of under forest economic in Anhui, this paper expounded the development of under forest economy can achieve ecological forestry and the forestry for the people＇ s livelihood with the unification of path, experience and tendency, then puts forward several key relations needs to grasp to pro- mote under forest economic ,the ecological forestry and the people＇ s livelihood forestry.
