摘要
2004年正式开展安全评价工作以来,安全评价依据的法律法规及标准体系不断建立健全,安全评价规范体系初步完善,安全评价师职业制度已经确立,公正、公平、竞争、有序的安全评价技术服务体系也已建立。然而受多种因素影响,安全评价工作质量难以保障,安全评价预期效果和目的难以达到。文中结合近年来煤矿安全评价工作实践经验,系统分析了目前煤矿安全评价工作中存在的问题,并针对影响安全评价关键问题提出了对策建议。
The safety assessment has been formally launched since 2004, the i＇ealted laws, regulations and standard systems established and improved continuously, safety evaluation standard system was consum- mated primarily, professional institutions of safety evaluation division was established, and the justice, fairness, competitive and orderly safety evaluation technology service system has been set up. However, affected by many kinds of factors, the quality of safety evaluation work is difficult to guarantee, and the desired effect and purpose of safety evaluation is difficult to attain. This paper combined with the coal mine safety evaluation practice for the past few years, systematicly analyzes the problems of current coal mine safety evaluation, and puts forward some corresponding countermeasures and suggestionsin for the key problems of safety assessment.
