摘要
目的:通过对2007-2010年银川市不同类型的公立医院的收支结构、财政补助水平、医疗补偿结构等方面进行分析比较并查找差异,探讨政府对公立医院财政补偿的制度化、规范化的实施途径。方法:采用对比分析的方法比较银川市不同类型公立医院在财政投入上的差异。结果:1政府对公立医院的财政补助水平低下,综合医院仅占到12%;2医疗服务价格不合理使医疗收不抵支,且医疗收支结余普遍为负值;3药品收入比重较高,普遍占到了50%左右,加重了群众的就医负担,在某种程度上促使医院偏离了公益性的道路。建议:加大政府财政投入力度;合理调整医疗服务价格;探讨多渠道的补偿途径等。
Objective The paper planned to analyze and find differences about the structure of revenue and expense, the level of financial aid and medical compensation structure in different types in Yinchuan from 2007 to 2610. Methods The contrast analy- sis was used to measure the differences of financial investments regarding to the different types in Yinchuan. Results The level of financial input to the public hospitals from government is low, which is only 12 percent in the general hospitals;2 The prices of medical service is not reasonable ;3 The proportion of drug income is high,which is about 50 percent on average. Suggestions To strengthen the financial input, to adjust the medical service price and to export the multiple channel ways.
