摘要
从激励相容角度,探讨在新医改背景下,如何设计有效的公立医院补偿机制,使公立医院发展目标与社会公益性目标保持一致,使公立医院能既可持续发展,又能实现社会福利最大化。从财政预算立法机制、医保复合支付模式、医技服务价格形成机制、岗位绩效管理等4个方面提出政策建议。
From the incentive compatibility perspective, the paper discussed how to design an effective compensation mechanism in public hospitals in the background of new medical reform, to make the development goal of public hospitals keep pace with social welfare objectives. It means make public hospital sustainable development, and realize the social welfare maximization. The preliminary study was carried out from the aspects of the legislation mechanism of state budget, the composite payment mode of medical insurance, the price formation mechanism of medical services, and the job performance management.
