摘要
对区域人才发展状况进行实时监控评估是发现阶段性人才工作的成效和不足,进而明确后期人才工作重点的有效途径。以系统的方法选取表征人才发展状况的指标,构建区域人才发展监控评估体系。运用德尔菲法和层次分析法确定指标权重,对评估效果运用人才发展综合指数测算模型和灰关联度法进行分析,并以青岛市为例进行了实证分析。
The real-time monitoring and evaluation on regional talent development is an effective way to find the effects and shortages of regional personnel work, thus clearing up talent, working points in the future. This paper adopts systematic method to choose indexes that represent the conditions of talent development, thus building monitoring and evaluation system on regional talent development. With Delphi Method and Analytic Hierarchy Process determining the index weightiness, the paper applies comprehensive index model of talent development and Grey Relational Analysis Method to assess the effects, and takes Qingdao City as an example for empirical study.
