摘要
国外流域水环境综合治理方面以美国的集中治理模式、日本的分散治理模式和澳大利亚的集中—分散模式为代表,同时三国在流域治理方面形成了完备的法律体系,使我们体会到我国的流域水环境综合治理模式应该是部门间的综合治理、地域内的综合治理、内容上的综合治理和市场化的综合治理模式。
There are three diversities of models that are symbolized the management of watershed system, which are the centralized management model from America, the decentralized management model from Japan and the centralized - decentralized management model from Australia. In the meantime, models of these three countries have complete legal system, which makes us realize that the domestic management of watershed system should be the integrated management including the department, region, content and market.
