摘要
转变经济发展方式,实现经济平稳较快发展,不仅要坚持以公有制为主体、多种所有制经济共同发展的基本经济制度,还要巩固和完善社会主义初级阶段经济运行制度,实现市场调节、政府调节和社会调节的有机结合。理顺市场、政府、社会三者关系,明确各自边际,发挥各自优势。在加强市场配置资源基础性作用的基础上,强化政府调节作用和伦理调节功能,弥补市场失灵和政府失灵。同时,在政治、社会、文化、生态等领域,也要坚持和完善政府的主导作用,调节市场的作用范围,避免全面市场化。
To transform economic developing mode and achieve stable and rapid economic development,it is necessary to not only adhere to the basic economic system with both public ownership in dominance and the existence of diverse forms of ownership,but also consolidate and improve the system of economic operation in the primary stage of socialism,realizing the organic combination of market regulation,government regulation and the social adjust.Rationalizing relations among the market,government and society,to clear boundaries of each and play their respective advantages.On the basis of strengthening basic role of market in allocating resources,strengthening government regulation and ethics adaptation,to make up for the 'market failure' and 'government failure.' Meanwhile,in the political,social,cultural,ecological and other fields,the government's leading role must be adhered to,the scope of the market limited to avoid a market for all.
