摘要
高等学校学习贯彻十八大精神，最重要的就是深入贯彻落实科学发展观，用科学发展观统领高等学校改革发展全局，坚持稳定规模、优化结构、强化特色、注重创新，走以质量提升为核心的内涵式发展道路。具体的发展举措主要是：要坚持优先发展；要坚持质量发展；要坚持特色发展；要坚持协调发展；要坚持共赢发展。
The greatest importance for higher colleges and universities to study and carry out the spirit of the 18th CPC National Congress is to thoroughly implement the concept of scientific development , with which to guide the re- form and development of colleges and universities; to adhere to stabilize the scale, optimize the structure, strengthen the characteristics, focus on innovation, firmly stepping forward towards the road to develop the connotation in the core of improving the quality.
