摘要
社区与乡镇医院医疗资源缺乏导致省部级医院过度拥挤、老龄化带来的医疗资源配置压力和看病难、医疗政策实施存在信息与物质延迟等问题都是当前我国医疗资源管理子系统中存在的突出问题。如何有效管理医疗资源是我国医疗管理部门面临的重要任务。本文利用反馈系统三步分析方法,首先建立医疗资源管理子系统的流率基本入树,然后建立流图模型和强简化流图模型,接着进行反馈环计算,得到我国医疗资源管理子系统中存在11条反馈环,基于11条反馈环,提炼出医疗资源管理子系统的制约变量集合。通过消除制约变量,提出消除制约医疗资源管理子系统发展的对策及实施建议。
Overcrowding patients in provincial hospitals because of lacking medical resources in community and township hospitals,health care resource allocation pressures and difficulties in receiving medical service which bring by aging,the information and material delays in the process of medical policy implementation,which are the prominent problems of medical resources management subsystem in China.How to effectively manage health care resources is an important task facing our medical management department.The feedback system three-step analysis method is created in this paper.Firstly,six rate variable fundamental in-tree models in health care resources management system are built.Secondly,a flow diagram model and a strongly simplified flow rate variable fundamental in-tree models are built.Thirdly,eleven feedback loops are obtained by feedback loop computation.Then,set of constrained variables in medical resource management subsystem are selected.Finally,recommendations to eliminate the constraints of medical resource management subsystem are put forward.
