摘要
有别于个体绩效评价视角,本文以宏观层面为切入点,采用最优化方法和聚类分析技术对设计院技术人员整体竞优特征进行了群识别与评析。构建了设计院技术人员竞优特征分层识别模型和竞优水平测量方法。以问卷调研为依托,对提出的理论进行了实际验证。首先,按照识别模型,对每一位被测所反映的技术人员竞优特征进行分层识别;其次,对所有竞优特征聚类分析,探索被测群体对技术人员的共性认知;再次,按照评价模型,对技术人员不同层次的竞优水平进行了评价。最后,根据主流竞优模式是均衡发展模式的实证结果,对其利弊进行了分析,提出了相应的对策建议。
Different from the perspective of individual performance evaluation, starting from macro-level, optimization method and cluster analysis are adopted, identification and evaluation method of match better conforming to the natural rule with hierarchy structure of technical stuff in designing institute are put forward. Relying on questionnaire study, the empirical research of technical staff in designing institute is carried out. Firstly, apply- ing the method to excavate individual advantage structure on each set of evaluation results. Secondly, cluster a- nalysis of all the individual advantage structures by each level, the status of technical stuff match better confor- ming to the natural from the view of evaluators are obtained. Thirdly, different levels of technical staff match bet- ter conforming to the natural rule are calculated. Finally, based on the results showed, from each level of charac- ter match better conforming to the natural rule, balanced development is the mainstream, advantages and disad- vantages of this pattern are analyzed, and management countermeasures are put forward.
