摘要
本文结合银川市和石家庄市出租车事件，指出各地政府应积极推行城市出租汽车客运权限的有偿使用，并提出了用公开竞价拍卖出租汽车营运权证的方法来规范城市客运出租汽车营运市场的新思路，最后对营运权证竞拍的运作方式进行了探讨。
According to two accidents of taxi occurred in Yingchuan and Shijiazhuang, this paper puts forward that the local governments should actively carry out using upon consideration of taxi business right. The new idea of auction of taxi business right is raised to standardize city passenger transport. The corresponding problems of the auction are also discussed.
