摘要
在注重人力资源开发的今天,我国公务员实行绩效考核制度,虽然取得了一定的成效,但是还存在很多诸如考核流于形式、激励失效、极端民主化等问题。造成这些困境的原因主要有考核主体主观性强、考核内容模糊、等级设置有限、考核定量多于定性、结果处理不当、程序运行缺乏民主、配套制度不完善和传统观念强等。因此,打破考核困境,促进公务员绩效考核制度完善,有着一定的现实意义。
In China, the personnel resource development is highly valued and the civil servants are assessed by their performance appraisal system. Although China has made certain progresses in this system, there are still many problems of this performance appraisal system, such as the informal performance appraisal, inefficient stimulation, and extreme democracy. The main reasons are as follows : the assessment body is too subjective, the assessment contents are obscure, the assessment grades are limited, the quantitative methods are much more fre- quently used than qualitative methods, the results of appraisal are improperly used, the procedures lack of de- mocracy, the supporting system is not perfect and the people have strong traditional thoughts. Thus, to solve the dilemma, it is important to improve the performance assessment system.
