摘要
加强科技与金融的结合,是促进经济发展方式转变的重要保证。嘉兴通过引导科技型企业与金融机构的合作,设立科技型企业的专项发展基金等措施,在科技与金融的结合上取得了一定的成效,但也依然存在企业融资模式、融资服务平台、金融创新速度、金融专业人才、金融扶持政策等方面的制约因素。借鉴国内外科技金融发展模式的成功经验,嘉兴应采取"政府主导+民间互助"的科技与金融结合模式,其发展路径应采取循序渐进的方式:一是以政府主导带动民间互助,二是以风险投资助推民间互助,三是以租赁融资完善民间互助,四是以机制创新实现民间互助。
Strengthening integration of technology and finance is an important guarantee to promote the transformation of economic development. Through guiding the cooperation of science and technology enterprises and financial institutions, establishing the special development fund for science and technology enterprises and other measures, integration of technology and financial has taken effect in Jiaxing. But there are still constraints concerning corporate finance mode, financing service platform, financial innovation speed, financial professionals, and financial supporting policies. Drawing on the successful experience of the domestic and foreign technological and financial mode, Jiaxing should take the technology and finance mode of government- led and non-governmental mutual aid form, and follow step-by-step approach： first, government-led should set example for non-governmental mutual aid; second, venture capital should boost non-governmental mutual aid; third, lease financing may improve non- governmental mutual aid; fourth, mechanism innovation realizes non-governmental mutual aid.
