Innovation means transforming the managing idea, building the managing system, and improving the managing level. From the perspective of social management innovation, the diversified development trend of fire management during the social transformation were summarized , and the methods of solving the fire management problems at source during the social transformation were discussed in detail, which can help with the new pattern of national fire.
