摘要
基本国情迫切要求加快卫生发展步伐,而卫生发展依赖于其产业属性的明析并在此基础上按照市场经济规律运作。卫生既具有产业性,又具有公益事业性,协调处理好两者关系,才能在保证基本医疗的前提下,实现非基本医疗服务的产业化经营。发展卫生产业要从基本国情的卫生出发,立足于实现全体人口基本卫生服务均等化目标,依靠卫生法制和正确的产业观,研究卫生服务市场需求与市场前景,着力构建卫生投资主体多元化格局,实现卫生产业的可持续发展,努力为人民健康服务,为经济建设服务。
In the development of public health in Chins, the property of health industry should be made clear and the industry should be operated according to the law of market economy. Medical care is public and industrial when the wto aspects are coordinated, basic medical care for the public can be provided and industrial operation of non-basic medical care can be realized as well. The development of health industry should rely on basic health reality of our country, aiming at the equality of basic public medical service, After serious investigation of medical care demand and its prospect, health care strctures should be built and act on public health laws and correct views on health industry to satisfy various demands for medical care and for the economical development of out country.
