摘要
实施区域协调发展战略,要求加强地方政府间合作。亳州与芜湖在人力资源交流、经贸往来、干部挂职交流培训、教育等方面开展合作。从制度建设的角度对完善沿淮与皖江城市带政府间合作进行思考,建立合作的长效机制、市场机制,为合作提供政策支持,激活内生机制。提出推进沿淮与皖江城市带合作的对策建议:发挥政府在产业转移方面的宏观调控作用,抓好共建园区建设,强化人才队伍建设,加强"软环境"建设。
Regional coordinated development calls for the strengthening of cooperation between local governments. Bozhou and Wuhu have been cooperating in human resources exchange, economic and trade exchange, cadre attachment exchange and training, education and other aspects. From the angle of system construction, the article reflects on the perfection of the inter-government cooperation between city zones along the Huai River and the Yangtze River, the establishment of cooperation mechanism and market mechanism for cooperation, the provision of policy support and the activation of endogenous mechanism. Countermeasures and suggestions to advance the cooperation are put forward： giving full play to the macro control of government in the industrial transfer, constructing cooperated zones, fostering the talents team construction, and strengthening the ＂soft environment＂ construction.
