摘要
针对当前造船企业节能减排评价研究相对匮乏的问题,基于物理-事理-人理系统方法论,从物理、事理、人理3个维度建立了造船企业节能减排评价指标体系,突出了人理因素在造船企业节能减排评价中的作用,有效解决了现有评价体系存在的指标体系冗余、过于定量化、评价主体单一等问题,从而使评价指标体系更加科学、全面、实用.在此基础上,运用决策实验室分析法对各级指标的初始权重进行修正,有效减少了各层次评价指标间的相互影响,从而提高了指标权重的客观性及科学性.以某造船企业为例,给出了改进层次分析法-模糊综合评价法的具体应用.研究成果有助于造船企业认清节能减排中存在的不足,为提升节能减排水平提供科学的决策依据.
There has relatively been a limited amount of research conducted regarding energy conservation and emission reduction evaluation of shipbuilding enterprises recently.Based on the system methodology of Wuli,Renli,Shili(WRS),which follows the internal laws of things,the reasons of things,and the norm of morality,the evaluation index system of energy conservation and emission reduction for shipbuilding enterprises based on the three dimensions of WRS is established.This paper highlights the role of Renli,i.e.the norm of morality played in energy conservation and emission reduction evaluation of shipbuilding enterprises,and then focuses on how to effectively solve problems associated with the index system redundancy,over quantification,too simple evaluation subject,and so on,so as to make the evaluation index system more scientific,comprehensive and practical.Based on the information stated above,the method of decision making trial and evaluation laboratory(DEMATEL) is applied to revise indexes' initial weight at all levels and effectively reduce the influence among evaluation indexes at all levels,so as to enhance objectivity and scientificity of the indexes' weight.By utilizing a shipbuilding enterprise as an example,the researcher applied specific application of improved analytic hierarchy process(AHP) and fuzzy comprehensive evaluation(FCE) in the study.Research results are helpful for shipbuilding enterprise in recognizing the deficiencies and obtaining scientific decision-making procedures to improve energy conservation and emission reduction level.
