摘要
我国已逐步建立起以经济适用房、廉租房、住房公积金为主体的住房保障制度,但是这些保障方式往往是由政府直接供给住房,进行实物分配。目前很多国家普遍采用租金补贴这种保障方式,在我国也有学者对这种保障方式进行研究并提出政府资助下租赁为主体的保障方式。文章从政府资助下的保障房和保障对象的准入制度、保障房租赁的监管制度、保障房租赁关系的退出制度、保障房租赁管理的立法保障四个方面来思考规范我国政府资助下的保障房的租赁管理。
China has established the housing security system mainly consisting of affordable housing, low-rent housing and housing fund and subsidy, but these security measures are often in the form of housing supply directly allocated by the government. Nowadays, it is quite common for many countries to adopt housing rent subsidy, which some Chinese scholars have studied, proposing that the government-funded housing lease should be the main body of housing security measures. This paper attempts to find ways to regulate the government-funded security housing lease management from four aspects such as the entry system for the government-funded security housing and beneficiaries, the supervision system for the security housing lease, the exit system for the security housing lease, the legislation for the security housing lease management.
