摘要
中共十八大报告提出:加强社会建设,必须以保障和改善民生为重点,必须加快推进社会体制改革。城市社区管理体制改革是社会体制改革的一项重要内容,是构建和谐社会的重大基础性工程,也是全社会加强和创新社会管理的重要基础支撑。为了建立适应城市经济、政治、文化、社会发展需要的社区管理体制新模式,铜陵市在这方面做了积极探索。民政部以及有关专家学者在充分调研后认为,铜陵的这项改革是城市基层政府的体制机制创新、社会管理创新的一次成功尝试,符合创新社会管理机制、切实维护社会和谐稳定的要求,为全国提供了第一个在城区范围内全面改革创新的鲜活样板。
