摘要
政府采购是一种规范化的财政资金使用管理制度,但现行的采购制度还不能完全适应高校政府采购的特殊要求,采购效率欠佳。分析了温州市高校实施政府采购制度中存在的问题,提出政府采购制度应该根据高校采购的特殊性,在采购管理体系、采购监督机制和采购运行模式上加以完善的建议。
Government procurement plays a role in equipment procurement in colleges and universities of our country as a standardized management system of the usage of financial capital. However, the current procurement system with its poor efficiency still can not fully meet the special requirements of government procurement in colleges and universities. Therefore, the current government procurement system needs to be improved in procurement management system, procurement supervision mechanism and procurement operation mode based on the particularity of procurement of colleges and universities. After analysing the existing problems, the corresponding suggestions are put forward.
