摘要
为有效预防和应对各种突发事件,提高政府应对各种突发事件和风险的能力,建立健全的突发事件应急预案评价指标体系,是目前亟待解决的问题。对浙江省现有突发事件应急预案评价指标体系进行研究,在总结归纳现有指标体系中的关键指标因素的基础上,结合调查问卷的方式,通过数学统计的方法,定量分析现有应急预案评价指标的可操作性、相关性、重要度、可靠性,进而评价现有突发事件应急预案评价指标体系。最终发现现有的应急预案评价指标体系存在评价指标的侧重点偏移、可靠性不足及指标种类不够精细等问题,提出相应改进建议。
It was held that establishing a complete and effective management system of contingency plans is an urgent task for the government to effectively prevent and deal with various emergencies. The existing evaluation index system of the contingency plans in Zhejiang was studied. Based on questionnaire, this article quantitatively analyzed the operability, significance and reliability of existing indexes to evaluate the existing emergency plan evaluation index system. Problems faced by the system, such as off-centering, lack of reliability and imprecise indicator types were found. Appropriate recommendations for improvement were put forward.
