官产学合作创新能力评价问题初探(下) 被引量:1

摘要 创新能力,尤其是国家创新能力是一个国家实现发展经济、提升国家科技水平、增强国际竞争力、以及保证国家可持续发展的动力所在。中国在经历了30多年的改革开放和自主创新发展之后,国民经济发展取得了举世瞩目的成就,国家竞争力大大增强。但是,当今中国在经济高速发展的进程中,与世界上发达国家相比,却在国家创新能力和创新水平方面存在着相当大的差距,这种差距已成了落实国家发展战略和国家可持续发展的瓶颈,这是必须高度重视和认真对待的问题。突破这一瓶颈的关键就在于,必须强化国家的创新能力。或者说,强化以知识创新、技术创新和制度创新及其三者的融合创新为主要内容的官产学合作创新,进而提高官产学合作创新能力与水平,以促进国家创新系统的建设与发展。为此,对官产学合作创新能力评价过程中的创新能力理论模型与评价体系、创新能力评价综合指数,以及创新能力影响因素的仿真分析等问题进行了初步的研究。 Innovation ability, especially national innovation ability, is a driving force behind a country's ability to achieve economic development, improves national level of technology, enhances international competitiveness and en- sures national sustainability. After over three decades of reform and opening - up as well as proactive, innovative de- velopment, China has made eye - catching achievements in national economic development, with significantly im- proved national competitiveness. However, China still lag far behind developed countries in terms of national innova- tion ability and performance in the course of rapid economic development, which has become a bottleneck to the im- plementation of the national development strategy and national sustainability. This is an issue we must give much at- tention and seriously address. The author believes to overcome such bottleneck requires enhancing the country's inno- vation ability. Or in other words, it is necessary to intensify the government - industry - academic cooperative innova- tion focused on knowledge innovation, technical innovation and institutional innovation and their integration in order to improve the GIA cooperative innovation ability and performance and facilitate the construction and development of national innovation system. To this end, this paper provides an in - depth study and discussion of related issues in- volved in GIA cooperative innovation ability assessment process, i.e. , innovation ability conceptual model, innova- tion ability assessment system, innovation ability assessment integrated index and simulation analysis of factors affect- ing innovation ability.
