摘要
本文主要论述了欧盟创新政策的主要发展阶段及模式特征,并阐述了欧盟创新经济的理论背景,分析了近十年来欧盟在创新经济方面的不足,以及未来发展趋势。根据《欧洲2020战略》及其行动计划《创新型联盟》,欧盟未来的创新政策将更加突出区域性和整体性理念,使创新经济成为欧盟未来"巧增长"的新动力。
This paper discusses the development of the EU' s Innovation Policies,their basic characteristics and the theories.Recently EU has suffered the pressure of other countries' competitiveness and the Euro Debt crisis.However,EU and its main members have recognized the problem and developed a comprehensive and regional innovation policies,including 'Europe 2020:A Strategy for Smart,Sustainable and Inclusive Growth' and 'Europe 2020 Flagship Initiative:Innovation Union',in order to implement the smart,sustainable and inclusive grow in the future.
