摘要 食品安全关系到广大人民群众的身体健康和生命安全,关系到经济健康发展和社会稳定,关系到政府和国家的形象。政府是食品安全监管的主体,发挥着不可替代的作用。但是,地方负总责,各个部门监管各负其责的食品安全体制仍旧无法克服权力与利益等深层次的障碍。因此,在食品安全监管中引入整体性治理理论,作为解释这些问题的框架,建立政府—市场—社会之间的合作伙伴关系,在目标、功能、信息、政府与社会进行整合,弥补政府监管职能的"碎片化"状态。 Food safety is closely related to people's health and life safety, as well as healthy e- conomic development, social stability, and the image of government and a country. Government is the main body of food safety regulation, which plays an irreplaceable role. Homever, the food safety system with local government bears the overall responsibility and each regulatory department takes their own responsibility cannot overcome the deep -rooted obstacles of power and interests. There- fore, the paper suggests that holistic governance theory should be applied in the food safety monito- ring system as a framework to explain the issues, and cooperative partnership among government, market and society should be established to integrate objective, functions, information, government and society so as to make up the "fragmented state" of the government regulation function.
