摘要
文章通过对政府与民间组织合作模式理论的梳理,阐析了养老服务领域中政府与民间组织建立合作模式的条件、判断标准,以及养老服务领域中合作模式的特点;并从上海市实践出发分析了政府购买养老服务中政府与民间组织合作的典型模式及其运行特点,提出了政府购买养老服务合作模式的未来发展方向。
In the context of aggravation of elderly care service demand caused by population aging, purchase of service contracting （POSC） has became one important tactics to tackle this challenge, which promotes the establishment of cooperation mode between government and NGOs in POSC on elderly care. In this article, firstly, on the basis of theoretical cooperation modes of western scholars, the conditions of establishment, criteria of judgment and charac- teristics of the cooperation mode between government and NGOs on elderly care are illustrated. Secondly, taking Shanghai as an example, the typical cooperation mode between government and NGOs in POSC on elderly care is ana- lyzed with its characteristics and defaults discussed as well, and then, finally, its future development direction is put forward.
