摘要
大规模人口流动引起家庭结构的变化对农村家庭养老产生的影响是双重的,在弱化家庭养老的同时,也有促进方面。人口流动对家庭养老的冲击是结构性的,仅限于"传统的养老方式",并没有改变家庭养老的责任和整体功能。家庭养老无论是在生活照料方面,还是在精神慰藉方面,都具有社会养老保险不可比拟的优势,且在经济支持方面也占有最大份额,在社会转型期依然处于核心地位。农村养老制度的建设在推进社会养老保险改革的同时,应实施积极的家庭支持政策。
The changes in family structure, which caused by large-scale population movements, bring a dual effect on rural family support to elder security. As well as weaken the family-type pension, these changes also play a positive role in promoting. The impact of population movements on the family pension is structural in nature, but it is limited to ＂the traditional old-age approach＂ and doesn＇t alter the responsibilities and the overall function of the family pension. Compared with the social pension insurance, family pension has unparalleled advantages not only in terms of life care, but also in the spirit of comfort. What＇s more, family pension accounts a large share in economic support, and is still at the core of social transition. So, a positive family support policy should be implemented with the construction of the rural pension system, at the same time promoting the reform of the social endowment insurance.
