摘要
公共图书馆免费开放和免费服务不仅是一种文化福利,对弱势群体而言更是一种社会福祉。如何将免费服务真正打造成为弱势群体的社会福祉,需要一系列的实践举措消除弱势群体利用图书馆的障碍因素,增强服务的针对性和有效性,建立为弱势群体优质优先服务的长效机制。
ABSTRACT： The free open and free services of public library are not only a cultural welfare but also a social welfare for disadvantaged groups. And to make the free services really become disadvantaged groups＇ social welfare needs a series of practical measures to eliminate the obstacles for disadvantaged groups of use the library, enhance the pertinence and effectiveness of the services, and establish a long-term mechanism of the quality and priority service for disadvantaged groups.
