摘要
在陆地资源日益枯竭的背景下,印度洋的战略地位从来没有像今天这么重要。各大国为了维护自己在印度洋的利益,先后制定了印度洋政策,然而这些政策中暗含着遏制中国发展的意图。印度洋对中国的南向发展也至关重要,中国应该结合自身的实力,适度发展必要的海上力量,同相关国家增信释疑,尊重其他国家在印度洋的合理利益诉求,以更加积极的多边主义态度开展国际合作,共同创造印度洋新秩序。
In the context of increasingly dried-up terrestrial resource,strategic position of the India Ocean has never been so important as today.To protect their interests,major powers involved designed the Indian Ocean policies respectively.However,these policies imply intension to contain China.The India Ocean is equally important to China＇s growing as a world power.Therefore,China should develop its own sea power on the basis of its strength.Also,China should enhance mutual trust among countries involved,respect other countries＇ reasonable interests in the India Ocean,improve mutual cooperation with more active attitude and jointly create a new order in the India Ocean.
