摘要
目的掌握新疆乡村卫生服务一体化管理实施现状及现存模式,为构建新疆乡村卫生服务一体化管理适宜模式提供政策建议。方法采用问卷调查的方法,对新疆东、南、北疆9县(市)的27个样本乡镇卫生院、54个样本村卫生室进行典型调查。结果新疆乡村卫生服务一体化管理还未实现完全规范化、统一化。模式有高度一体化、中度一体化和低度一体化3个层次。结论加大对新疆特别是对南疆贫困地区的财政投入,加强乡村医生培训,提高乡村医生待遇,合理设置村卫生室编制及制定村卫生室公用经费标准细则。
OBJECTIVE To master the existing situation and pattern of the integration of township-village health services, and give advices for constructing an appropriate model of integration of township-village health services in Xinjiang. METHODS To use the method of questionnaire to survey 9 counties（cities）, 27 township health centers, 54 village clinics in east,south and north of Xinjiang. RESULTS The integration of township-village health services did not completely achieve standardization and unification.There are three levels in integration of township-village health services in Xinjiang：close integration, moderate integration and loose integration. CONCLUSION To increase the financial input in Xinjiang especially in poverty areas of south of Xinjiang,strengthen the training of rural doctors,improve the treatment of rural doctors, set village clinics＇organization and puhhc funds standard rationally.
