文章界定了新型农村合作医疗二次补偿概念,提出了二次补偿的适用情形,阐述了二次补偿方案的制定办法,推荐了若干种二次补偿的适宜模式,明确了二次补偿目标、操作程序及实施中应注意的问题。
This paper defines the secondary compensation of new rural cooperative medical system. It tells the principle of the secondary compensation from the financing, target identification, compensation methods, limit and effect. It analyses the procedure of how to set down the programme of the secondary compensation and problems we should pay attention to.
