摘要
在梳理学术界关于新农村建设规划研究成果的基础上,从新农村建设规划的必要性、规划编制的原则与思路、规划模式的多样性、村庄规划以及规划实施进展与存在问题等几个方面介绍关于新农村建设规划问题的研究概况。主要观点包括:(1)新农村建设应该依据各地城乡之间、工农业之间的差异加以分类指导,坚持符合实际、体现民意、因地制宜的原则;(2)新农村建设规划要从统筹城乡经济社会发展的高度着眼,综合谋划经济、社会、文化、生态各方面的协调发展,处理好各方面的关系;(3)新农村建设规划应体现农村特色发展的目标要求,积极探索适合各地实际的发展模式;(4)产业发展规划是新农村建设规划的重点,村庄规划是新农村建设规划的基础,需要把产业规划和村庄规划结合起来统筹谋划;(5)新农村建设规划要广泛征求民意,充分发挥专家咨询作用,履行合法审批程序,体现科学性和严肃性;(6)实施新农村建设规划要标本兼治、稳步推进,防止"形象工程",避免急躁冒进,着力解决影响农村发展的深层次问题。
This paper summarizes the main opinions with regard to the recent research on the planning for the new-countryside construction in China,which include：（1） The planning for the new-countryside should be categorized according to urban and rural differences,and keep in accordance with the reality and farmers＇ demands;（2） The planning for the new-countryside should focus on the overall urban-rural development,and aim at the harmonious development between society,economy,culture and ecology;（3）The planning for the new-countryside should embody different characteristics of different countryside;（4） The planning of both industry and thorpe is the key to the whole planning for the new-countryside,which should be finished firstly;（5）The procedure to make the planning for the new-countryside has to be complete and legal,and keep serious within valid period;（6） More attention should be focused on overcoming the deep restrictive factors concerning the sustainable development of the countryside.
