摘要
随着我国人口老龄化加剧及各事业单位从业人数不断增加,退休养老保险成为社会一大问题。为了缓解因此而产生的政府财政支出压力,改变我国事业单位与普通企业不同的养老保险制度的格局以促进社会公平,国务院于2009年初开始在全国五省市开始事业单位职业年金试点工作,但目前实施进度慢,效果欠佳。本文分析了我国职业年金实行初期存在制度对接、事业单位资金不足和规划不够等问题,并提出了一系列措施建议,以促进职业年金能在试点初期有所成效,进而为其能够在全国全面推广打下基础。
Due to the increasing of the number of employees in public institutions and the continuous aging of population, retirement pension insurance is becoming a big social issue in China. In order to alleviate the resulting government spending pressure and change the different pension insurance systems between public institutions and general corporates, which will promote social equity, the State Council started to reform the occupational annuity system of public institutions in five provinces and cities in early 2009, but the current progress of the reform is ineffective and slow. This paper analyzed the problems in implementing China's occupational annuity system in the early stage which mainly related to system interfacing, insufficient funds and inadequate planning in public institutions and so on. At last, this paper recommended a series of measures in order to effectively promote the occupational annuity system, which would lay the foundation for nationwide rolling-out.
