摘要
针对高校院系人事管理存在的权责不明、考核不力、分配不合理等问题,文章结合高校校院二级管理具体实践,从校院二级管理具体含义、主要内容、存在的问题和应对措施四个方面来阐述对高校二级管理体制下人事管理的思考.
The problems of personnel management of department and universities,such as confused power and responsibility,ineffective evaluation and irrational distribution,are existing.Combined with the concrete practice of two-level management between university and department,the paper discusses personnel management under two-level management system between university and department from concrete implication,main contents,existing problems and corresponding measures.
