摘要
生态环境是人类社会生存和发展的基础,黔东南州是贵州省重要的生态涵养和生态保护区,生态文明建设已纳入全州国民经济和社会发展的总体规划。针对黔东南州生态文明建设中经济发展与环境保护之间存在的矛盾,对建立和完善生态补偿机制的重要性和必然性进行了论述,指出了农业生态补偿在实践运行中存在的问题,提出相应对策与建议。
The ecological environment is the base of human survival and development, Qiandongnan prefecture is an important ecological conservation and protection district in Guizhou Province, and ecological civilization construction has been part of the general plan of national economy and social development. In view of the contradiction between economic development and environmental protection, in this paper the importance and necessity of constructing and perfecting eco-compensation mechanism was reviewed, and the existing problems during practice of agricultural eco-compensation were pointed out. Meanwhile, the corresponding countermeasures and suggestions were put forward.
