摘要
黄土高原的可持续发展需强调生态和经济的协调。而目前黄土高原生态经济建设存在的若干问题相当程度上表现为农业的外部性(生态保护带来的生态服务)得不到合理解决。从生态经济学的相关理论和方法出发,认为建立生态补偿机制是保持生态经济协调发展的重要途径之一。在对农业进行补偿的原理分析基础上,根据安塞县的生态系统服务价值,确定补偿系数为2.0%,计算得出该县2000年需要生态补偿量为1 289.86万元。在此基础上探讨了农业生态补偿的途径和有待进一步完善的问题。图2,表1,参8。
To achieve sustainable development, it needs the harmony of ecological and economic in Loess Plateau. Many issues from ecoeconomic construction in this area （mostly） owe to ignore the externality of agriculture （he ecosystem services from eco-econonmic construction have huge economic value） .Based on the theories and methods of ecosystem services, we regard that ecological compensation is an effective way to address these problems.At present, the biggest difficulty is hard to determine the amount of ecological compeusation.To resolve this baffle, we put forward a formula in this article.Then, we take Ansai County （in Loess Plateau） as a case study.Using eco-economic methods, we get that the values of ecosystem services is 316.99 hundred million RMB in Ansai County.Calculated by using the formula, we got the coefficient of compensation is 2.0%. And the amount of ecological compensation in Ansai County is 12.898 6 million RMB in 2000 year. At last, the mode of ecological compensation and the next step work were discussed in this article.
