摘要
各级政府在资金十分紧缺的情况下 ,为医院投资进行基本营房建设。医院如何合理利用其资金 ,甚为重要。实践经验证明 ,应加强 4个方面的控制 ,即①投资决策阶段中工程造价的控制 ,其工程造价要进行可行性研究 ,做到准确 ;②施工图设计阶段中的工程造价要先算帐 ,后设计 ;③建设工程合同价款要以合同方式规范化 ;④加强实施阶段中的工程造价管理 。
Governments at various levels have invested in the capital housing construction of hospitals even when they face a critical shortage of funds. For this reason, the rational use of these funds by the hospitals is most important. Practical experience has shown that controls in 4 aspects ought to be strengthened: ①control of project costs in the stage of making investment decisions, with feasibility studies conducted on the costs, which should be exact; ②predesigning calculation of project costs in the stage of designing the working drawing; ③standardization by contract of the project construction price; and ④strengthening of the project costs management in the stage of actual construction so as to reduce waste of investment.
