摘要
蒋廷黻作为战后中国善后救济事业的领导者,代表中国政府参加了联合国善后救济总署的创建工作。在此期间,他先后参加了《联总协定》的签字仪式、出席联总成立大会、积极递交议案、参加座谈会、举行记者招待会和发表广播演讲等重要活动,并通过不同方式,阐述了有关的主张,包括联总的使命、战后中国的需要、动员美国多出力等方面。蒋廷黻为联总的顺利诞生及促使它对中国进行大力援助发挥了重要作用。
As the leader of Chinese relief and rehabilitation after anti - Japanese War, Jiang Tingfu had taken part in the work of building UNRRA, standing for Chinese government. During the period, he took part in the cere- mony of making to agreement on UNRRA, attended the meeting of building UNRRA, refered to proposal actively, took part in the symposiums, held press conference for speech and so on. Through different manners, he made a sys- tematic exposition,concluding：UNRRA＇ s mission, the needs of China after the war, mobilizing Americans to take more force, etc. Jiang Tingfu had taken more important action on UNRRA ＇ s birth, taking it to help China.
