摘要
中哈原油管道目前油源供应区域的产量在不断递减,必须加紧实施管道全线增输改造项目,并创造必要的市场条件,从哈国最具资源潜力的曼格斯套和滨里海油区吸引大量资源,以保障管道的油源供应。目前,曼格斯套和滨里海油区生产的原油出口欧洲/地中海/波罗的海市场的效益优于通过中哈原油管道向中国出口。为有效地吸引哈国西部及里海地区资源长期稳定地配置到中哈原油管道,必须降低管道现行运行成本、提升管道竞争力,并优化哈国原油接收的市场条件。
The production of the oil source region for the KazakhstanChina crude pipeline is falling continuously,so the retrofit project for increasing transmission of the whole pipeline must be sped up,and necessary market conditions shall be created to attract considerable resources from Mangistau and the coastal Caspian Sea oil region,which have the greatest resource potential in Kazakhstan,toguarantee the supply of oil sources.At present,the benefits from the exports of crude produced from Mangistau and the coastal Caspian Sea oil region to the European/Mediterranean/Baltic markets are superior to that from exports to China through the Kazakhstan-China crude pipeline.In order to attract resources of west Kazakhstan and the Caspian Sea region into the Kazakhstan-China crude pipeline in a long-term and stable manner,the operating costs of the pipeline must be reduced,and the market conditions for receiving of the crude from Kazakhstan must be improved.
