摘要
工会系统疗养院向康复医院转型前要解决明确自身发展定位、突破医疗政策与投资政策的瓶颈三个首要问题。在疗养院基本变革和根本变革之间必须有产权制度变革、法人治理结构变革、经营管理体制变革与人力资源管理体系变革四项配套变革作为支撑。
In order to transform into rehabilitation hospital, trade union＇s sanatoriums should have clearly orientation, medicine policy and investment policy. For a successful transformation into rehabilitation hospital, we should have four supporting reforms, i. e. property system reform, corporate governance structure reform, management system reform and human resources management system reform.
