公共部门人力资源编制管理流程再造:机理与策略 被引量:11

On Reengineer Public Sector Management Process: Mechanism and Strategies——A Case Study of Jintang,Sichuan

摘要 公共部门编制管理流程再造是公共部门人力资源管理变革的核心内容之一。传统编制管理流程在编制占有上以"部门所有"为导引,在编制分配上以"三定方案"为核心,在编制审批上以"流程割裂"为特色,在编制管理上以"手工操作"为手段,在编制监督上以"控制失灵"为常态。编制管理"金堂模式"的核心内容是:编制审批前置、集中编制资源、双轨动态调整、信息技术支撑。新流程按照"三元"衔接的管理思路,即编制管理部门与组织人事部门、财政预算部门相互衔接,共同为执行编制负责,在实践中推动了绩效提升。 To reengineer the public sector management process is one of the essentials of human resource management reform in civil serv- ice. The traditional management process is featured with "department -guided", "Sanding Plan ", "flow separation", "hand operation" and "control failure" in the manipulation, distribution, approval, administration and supervision of the establish- ment of a government body respectively. The cores of "Jintang Model" highlight the preposition of approval, and concentrate on the establishment resources , dual dynamic adjustment and information technology support. This renewed process is based on the "tri -party connection", namely, the connection among the organizational management department, the organizational and personnel department, and the budget department, which is jointly responsible for executing the establishment process of a government body, and is proved to have played its due weight for performance improvement in the real practice.
